Key Insights

This report proposes “managed phaseout” as a net zero-aligned approach for the operation and financing of high-emitting assets with clear commitments around their retirement. This ‘managed phaseout’ approach may also form part of a company’s strategy, where it operates high-emitting assets, to support an orderly and just transition. This report defines a preliminary high-level approach to support the identification of assets where managed phaseout could be appropriate. It also offers an initial overview of potential financial mechanisms that could support managed phaseout and includes some initial guidance on the features of a credible asset-level phaseout plan.
